Prior Changes That Helped Refresh the 2023 Outlander PHEV
So, as exciting as the new specs for the 2023 Mitsubishi Outlander PHEV are, the true refresh began with the 2022 model. The Outlander, both hybrid and standard, needed a few updates, but with new 2022 designs came some fixes to the older Outlander models from years past. The first change is that the Outlander was moved to a Rogue platform for smooth handling. Then, Mitsubishi adopted a more modern interior and exterior styling to include a third row of seating, making it more of a family vehicle. The 2023 Outlander will provide seating for seven, which is more than much of the competition can offer.
With new styling and interior comfort, as well as a third row, the 2023 Outlander PHEV has more to offer in a compact SUV, but the basic design is still the same. Although some information is known about the 2023 model, much is not known yet, as followers wait for more hints from Mitsubishi. It is likely to be built on the 2022 model's drive train with some improvements in the redesign. Be looking for the new model to make it to the U.S. around mid-2022, so check with your White Bear Mitsubishi dealer sometime soon for availability. PHEV Performance
In other markets, both front and rear electric motors have been increased. The rear axles provide robust power from 30kW to 100kW while the maximum torque remains unchanged. The front axle torque was substantially increased from 37Nm to 255Nm. The battery has been improved to have a greater capacity, increasing from 13.8 to 20 kWh, and the range of the charge has also improved. The EPA cycle on the old PHEV was 24 miles, but the 2023 Outlander PHEV is expected to have an all-electric range of 38 miles. As for MPGe, the upcoming Outlander PHEV will achieve an incredible, electric-fueled 64 MPGe.
Mitsubishi has also expanded the 2023 Outlander PHEV's gas tank capacity to increase the total range, and when fully fueled and charged, you can expect a total range of up to 420 miles in the new Outlander PHEV.
In other markets, the all-new Outlander PHEV has been launched with a fuel-efficient 2.4-liter engine. We are awaiting the exact specifics on this engine after Mitsubishi Motors confirms US production. We do know that the 2023 Outlander PHEV is going to be powerful, as it will deliver up to 249 horsepower and 332 lb-ft of torque.
The 2023 model provides a new pedal mode, so driving with one pedal is possible, meaning the 2023 model has seven drive modes available. Among these are the slippery condition mode, a Power mode, and an Eco mode. Mitsubishi announced that the 2023 Outlander PHEV will offer the unparalleled Super All-Wheel Control technology to help drivers take on their journeys with confidence and control.
Federal Tax Credit Up To $7,500!
All-electric and plug-in hybrid cars purchased new in or after 2010 may be eligible for a federal income tax credit of up to $7,500. The credit amount will vary based on the capacity of the battery used to power the vehicle. State and/or local incentives may also apply.
Small neighborhood electric vehicles do not qualify for this credit, but they may qualify for another credit.
Important Information About Tax Credits:
Congress recently passed new legislation—the Inflation Reduction Act of 2022—which changes credit amounts and requirements for clean energy vehicles.
Preliminary guidance from the Internal Revenue Service addresses two important issues regarding vehicles purchased in 2022:
- If you entered into a written binding contract to purchase a new qualifying electric vehicle before August 16, 2022, but do not take possession of the vehicle until on or after August 16, 2022, [for example, because the vehicle has not been delivered], you may claim the EV credit based on the rules that were in effect before August 16, 2022.
- If you purchase and take possession of a qualifying electric vehicle between August 16, 2022 and December 31, 2022, final assembly of the vehicle had to be completed in North America, otherwise the same rules in effect prior to the enactment of the Inflation Reduction Act apply [including those involving
the manufacturing caps on vehicles sold].
The Department of Energy has provided a list of Model Year 2022 and early Model Year 2023 electric vehicles that may meet the final assembly requirement. Because some models are built in multiple locations, there may be vehicles on the list that do not meet the final assembly requirement in all circumstances.
To identify the manufacture location for a specific vehicle, please search the vehicle identification number [VIN] of the vehicle on the VIN Decoder website for the National Highway Traffic Safety Administration [NHTSA]. The website, including instructions, can be found at VIN Decoder.

Qualified Plug-In Electric Drive Motor Vehicles [IRC 30D]
Requirements
To be certified for the credit by the manufacturer, the vehicle must meet the following requirements:
- The vehicle must be made by a manufacturer [i.e., it doesn't include conventional vehicles converted to electric drive].
- It must be treated as a motor vehicle for purposes of title II of the Clean Air Act.
- It must have a gross vehicle weight rating [GVWR] of not more than 14,000 lbs.
- It must be propelled to a significant extent by an electric motor which draws electricity from a
battery which
- has a capacity of not less than 4 kilowatt hours and
- is capable of being recharged from an external source of electricity.
The following requirements must also be met for a certified vehicle to qualify:
- The original use of the vehicle commences with the taxpayer—it must be a new vehicle.
- The vehicle is acquired for use or lease by the taxpayer, and not for resale. [The credit is only available to the original purchaser of a new, qualifying vehicle. If a qualifying vehicle is leased to a consumer, the leasing company may claim the credit.]
- The vehicle is used mostly in the United States.
- The vehicle must be placed in service by the taxpayer during or after the 2010 calendar year.
Phaseout
The credit begins to phase out for vehicles at the beginning of the second calendar quarter after the manufacturer has sold 200,000 eligible plug-in electric vehicles [i.e., plug-in hybrids and EVs] in the United States as counted from January 1, 2010. IRS will announce when a manufacturer exceeds this production figure and will announce the subsequent phase out schedule [Plug-In Electric Drive Motor Vehicle Credit Quarterly Sales].
Claiming the Credit
Fill out Form 8936
For vehicles acquired for personal use, report the credit from Form 8936
For vehicles purchased in 2010 or later, this credit can be used toward the alternative minimum tax [AMT].
If the qualifying vehicle is purchased for business use, the credit for the business use of an electric vehicle is reported on Form 3800
