This has been popping up here and there for me as well. Luckily I found this vid about the infamous rats webgl hit a snag problem. The trick that worked for me was to reinstall Chrome browser from scratch, and update your graphics card drivers. Started to work after I restarted Windows.
If you are presented with the Rats WebGL Hit a Snag error message whilst using Google Chrome, here is how to resolve the error message:
Step 1
Click on the three bars at the top right hand side of Google Chrome

Click on Settings
Step 3
Scroll down the page and click on Show Advanced Settings
Step 4
Scroll down to the bottom page and uncheck the box which says:
Use Hardware Acceleration When Available
