    Users launching published applications or admins logging in to the Citrix Terminal services server are getting a Remote Desktop License issue popup. "There is a problem with your remote desktop license, and your session will be disconnected in 60 minutes." With previous versions of Citrix, the presentation server days, we always used device cal's. The RD license manager shows all of the device cal's in use. The remote desktopGPO on the Citrix TS server has the license server gpo enabled and the correct server is specified. The licensing mode is set to per device. The assigned device CAL's expire in just under two months after the initial assignment. Does the new version of Citrix, or Windows 2016need per user CAL? Why aren't the cals being reassigned, or is this a function of Server 2016that has changed? We did a complete upgrade from server 2008 running presentation server 6.5 to server 2016 running XenApp 7.15. Either we got by on the old environmentor we have a misconfiguration on the new environment. Citrox support says this is a windows issue, all the Citrix licensing looks good.

    RDS 2016 still supports per user and per device RDS CALs.

    About the RD Licensing configuration, since WS 2008 R2, we need to manually specify RDS CALs mode and RD Licensing server for your session host. As you had mentioned that, similar configuration has been already done.

    As you had mentioned that, you did an upgrade from WS 2008 to WS 2016, please make sure that, installed RDS CALs on your Licensing server is applied to current Session Host. In order to connect to Windows Server 2016 Session Host, we need RDS CALs 2016. Please make sure that your RDS CALs meet the requirement.

    We do have Server 2016 RDS CAL's installed on the licensing server as seen in the image below.

    I should clarify that we did not upgrade. We built a new Windows Server 2016 environment, then decommissioned the old Windows Server 2008 environment. The two Citrix server farms never saw each other. This environment was put into production in the spring, the RD errors just started.

    The issue appears to be all 20 licenses have been issued. When a user ends their session the license is not returned to the available pool. We rarely have more that 4 or 5 users connected at any given time.

    This continues to be an issue. I have had to rebuild the license database for the second time to free up the licenses. The sole purpose of the RDS licensing is for Citrix published application support. Citrix support says this is a Microsoft issue. Something has changed in either Windows or Citrix to create this issue. We have been running Citrix for 15 years prior to the new 2016 farm and never had this type of issue.
