The Model Water Quality Management Plan (WQMP) and Technical Guidance Document (TGD) provide guidance for “priority” new development and significant redevelopment projects to comply with the two National Pollutant Discharge Elimination System (NPDES) Phase I Municipal Separate Storm Sewer System (MS4) permits held jointly by the Orange County cities, unincorporated Orange County, and Orange County Flood Control District (collectively, Permittees). 

Where is the proposed project located? 

The following two sections detail program documents developed and managed by the County of Orange, as Principal Permittee, on behalf of the Permittees. Use the web app below to view relevant water quality requirements and guidance for proposed land development projects, given a particular location. Additionally, if your project is located in any of the 34 Orange County cities, please visit that City’s website to view jurisdiction-specific requirements, templates, and checklists. North Orange County Project Guidance

In response to permit requirements from the Santa Ana Regional Water Quality Control Board (RWQCB), the following guidance documents have been prepared for proposed projects located in north and central Orange County (above El Toro Road):

South Orange County Project Guidance

In response to permit requirements from the San Diego RWQCB, the following guidance documents, collectively equivalent to the “BMP Design Manual”, have been prepared for proposed projects located in south Orange County (below El Toro Road):

    • Please note, that when purchasing an OC Parks Annual Parking Pass online, you will not be able to use the pass until you receive it in the mail within 7 to 10 days. Until then, you will have to pay for day use parking; no refunds will be issued.

    • Please note, if you are RENEWING your existing Annual Pass, you will not be sent a replacement card; you will continue to use your existing pass as our system will update the expiration date upon processing the online transaction.

    All County Parks and Beaches Parking Pass

    Regular: $80

    Senior (60yrs+)/Disabled: $50
    Distinguished Veteran: No Fee*

    County Regional and Wilderness Parks Parking Pass

    Parks with entrance booths and/or with pay and display machines

    Regular: $55

    Senior (60yrs+)/Disabled: $35

    County Beach Parking Pass with Pay and Display Machines

    Regular: $55

    Senior (60yrs+): $35

    Parking pass permits one vehicle to park on a day-use basis, subject to all County rules and ordinances. Vehicle owner assumes all liability associated with use of the pass. Valid at all County of Orange operated regional recreation facilities parking areas with controlled access gates.

    Handicapped persons displaying a specially designed DMV handicap placard/license/decal are not required to purchase a beach parking pass for Aliso Beach Park, Capistrano Beach and Salt Creek Beach.     Parking Passes are effective for one year from date of purchase.

    *Distinguished Veterans are veterans:

    1. with a 50% or higher service-connected disability
    2. who were held as prisoners of war or
    3. who are recipients of the Congressional Medal of Honor.

    Documentation to verify Distinguished Veteran status can be in either:

    • a valid “Distinguished Veteran Pass” issued by the California Department of Parks and Recreation, or
    • a confirming letter from the Department of Veterans Affairs.
